Our client, a leading financial institution, is seeking a Senior Change Manager - OSFI E-21 (Capital Markets) for a 6-month contract (with high potential for extension).
This is a hybrid position based at 81 Bay Street, 31st Floor, with in-office work required 2 days per week plus 1 Friday per month.

Responsibilities
o    Lead and support change management activities for the rollout of OSFI E-21 regulatory changes within Capital Markets.
o    Design and execute change management strategies, including communication, training, adoption planning, and stakeholder engagement.
o    Provide second-line oversight and challenge first-line teams on regulatory implementation activities.
o    Partner with stakeholders across Global Markets, Corporate Banking, Investment Banking, Compliance, Risk, and Technology to assess impacts and drive alignment.
o    Facilitate and independently oversee the Risk Control Self-Assessment (RCSA) process and support operational risk mitigation.
o    Track, measure, and report on change progress, effectiveness, adoption, and compliance with regulatory timelines.
o    Support enhancements to governance, operational risk controls, and related frameworks to ensure OSFI E-21 compliance.
o    Ensure effective oversight of operational risk management while strengthening risk awareness across Capital Markets.

Must-Have Skills
o    8-10+ years of Change Management experience, preferably in regulatory and risk-focused initiatives.
o    Strong experience in Capital Markets environments (Global Markets, Corporate Markets, Investment Banking).
o    In-depth knowledge of OSFI E-21 regulatory requirements.
o    Strong understanding of Operational Risk frameworks, especially in a second-line oversight capacity.

Nice-to-Have Skills
o    Executive-level communication and stakeholder engagement capabilities.
o    Change Management certification (e.g., Prosci) or equivalent experience.
o    Capital Markets audit experience.
o    Experience managing regulatory change programs within financial institutions.
