Job Title: Executive Director of Tax Planning and Regulatory Services

Position Overview

A trusted tax and financial advisor and value-added business partner to the Association’s insurance plans and their constituents, the Association, Association executive and senior management, and Association affiliates, providing strategic and tactical leadership on tax and financial regulatory issues.

  • Develops and maintains teams for Plan Tax Services, Plan Financial Regulatory Services and Association’s Tax Services.
  • Ensures that these teams operate at a high level, are consistently technically proficient and are relevant to the business needs of the Plans, Association and Association affiliates.
  • Provides strategic direction and functional leadership to these teams by exhibiting Association’s leadership expectations and creating a culture of technical expertise, customer service, cost effectiveness, talent development, and continuous improvement.
  • Team Supervision: 4 (3 direct reports, 1 indirect report)
  • Work Environment: Fast paced with frequent deadlines based on specific projects. Requires the ability to multi-task as position focuses on three discrete areas of technical expertise with overlapping demands, deadlines and time commitments.
  • Travel: 10-15%

Primary Responsibilities:

Leadership Accountability for Plan Tax Services and Plan Financial Regulatory Services

  • Communicate and present complex tax and financial regulatory issues, analyses, strategies and solutions to senior Plan and Association leadership to facilitate strategic and tactical decision-making
  • Provide strategic direction and leadership to Plan Tax Services and Plan Financial Regulatory Services teams in the development and maintenance of networks of, and relationships with, Plan and Association constituencies, industry professionals and advisors to facilitate education, communications, discussions. consensus building and responses to federal and state tax and financial regulatory matters effecting Plans.
  • Provide strategic direction and leadership to the Plan Tax Services and Plan Financial Regulatory Services teams in monitoring, analyzing and communicating to Plans and their constituencies, new or proposed laws, decisions, regulations, rulings and related developments of tax or financial regulator matters effecting Plans.
  • Provide strategic direction and leadership to the advocacy efforts of Plan and Association’s legislative and regulatory options on federal tax issues to the IRS and Treasury to effectively achieve favorable outcomes in legislation, regulation and ruling positions and to the NAIC, state regulatory organizations, and their staffs to effectively achieve favorable outcomes in financial model legislation, regulation and policy positions.
  • Provide strategic direction, oversight and management to the planning, coordination, and management of all activities necessary for conferences, workshops, meetings, conference calls, etc., to facilitate education, communications, discussions, consensus building and responses to income tax and financial regulatory matters effecting Plans.
  • Lead the Plan Tax Services and Plan Financial Regulatory Services teams in the identification of, and solutions to, tax and financial regulatory issues affecting Plans, and provide oversight and management of the implementation of these solutions.
  • Provide strategic direction, oversight and management to Plan Tax Services and Plan Financial Regulatory Services teams in assisting Plans in responding to IRS examinations and related litigations and NAIC, state and other financial regulatory examinations.

Leadership and Oversight for Association Taxes

  • Provide high quality, timely, technically accurate and practical advice to Association, including senior management, Association affiliates, and Association constituents regarding federal and state tax matters affecting Association and Association affiliates, taking into consideration business, strategic, financial and risk considerations of Association and Association affiliates.
  • Provide strategic direction and leadership to the Association’s Tax Service Team in monitoring, analyzing and communicating to Association, Association affiliates, and Association constituents new or proposed laws, decisions, regulations, rulings and related developments of tax matters affecting Association and Association affiliates
  • Provide leadership to Association’s Tax Service Team for the timely and accurately preparation, review and filing of Association and Association affiliates federal and state tax returns
  • Provide strategic direction and leadership to the Association’s Tax Service Team with respect to governmental examination of Association and Association affiliates federal and state tax returns
  • Supervise the activities of the Plan Tax Services, Plan Financial Regulatory and Association’s Tax Services teams.
  • Provide strategic direction and leadership to the continuous improvement of Association tax compliance functions, including preparation, examinations and financial reporting of tax returns

Insurance Plan Responsibilities

  • Extensive communication with tax and accounting management of Plan and Plan constituents regarding tax and financial regulatory issues and developments impacting the Plans.
  • Facilitate education, communications, discussions, consensus building and responses to tax and financial regulatory matters effecting Plans.
  • Communicate to Plans and their constituencies, new or proposed laws, decisions, regulations, rulings and related developments of tax and financial regulatory matters effecting Plans.
  • Responsible for accurately reporting Association’s federal and state taxes in financial statements
  • Responsible for maintaining Association’s federal and state tax status in good standing with appropriate regulatory authorities
  • Responsible for federal and state tax issues effecting Association and affiliates

Work Experience

  • 15 years of experience in experience with corporate federal income tax, and statutory and GAAP accounting, for insurance/health care in accounting firm, law firm or corporation
  • 8 years of experience developing and managing professional technical (tax and/or accounting) staff
  • Extensive technical knowledge of financial, accounting, regulatory, and federal and state tax insurance matters applicable to health insurance companies
  • Extensive technical knowledge of financial, accounting, regulatory, and federal and state tax matters applicable to not-for-profit - tax-exempt entities
  • Knowledgeable/experienced in managing professional technical staff

Strategic, Analytical, Cross-functional Communication, Customer Service, Project Management Skills

  • Analytical, strategic planning and project management skills
  • Effective communication skills, written and oral, including strong presentation skills to varying size and levels of groups in an informal or formal setting
  • Relationship management skills; ability to develop and maintain professional relationships with insurance and tax regulators, other insurance company professionals and professional advisors. Ability to exercise professional judgment, initiative and resourcefulness in advising, developing and maintaining relationships with senior Plan and Association management
  • Excellent customer service and a strong customer orientation skills and the ability to maintain and improve customer relations

Education, Certification and Specialized Experience (requirements and preferences)

  • CPA (required)
  • Member of AICPA and state CPA association (required)
  • Bachelor’s degree in accounting or business with an accounting concentration which demonstrates knowledge of GAAP (generally Accepted Accounting Principles) and Federal & State regulations (required)
  • Licensed attorney (preferred)
  • Member of American Bar Association and state bar association (preferred)
  • Masters in Taxation, e.g., Master in Science of Taxation, LLM – Taxation or MBD – Taxation (preferred)
  • JD degree (preferred).
  • 2 years of experience with IRS, Treasury, NAIC or state regulatory body and/or 2 years of experience with federal and state taxation of not-for-profit, tax-exempt entities (preferred)
